What are the risks related to the OC315 rule related to Create and Maintain Customers vs Create and Maintain AR Invoices/Credit Memos?

For positive transactions/invoices: Access to both could allow a user to enter fictitious revenue that is entered in one period and reversed in another resulting in mis-stated revenue. For negative transactions/credit memos: Could result in entry of a credit memo/negative transaction to a fictitious customer, in collusion with a customer, or in error causing a reduction in revenue.
