What are the risks related to the PA017 rule related to Create and Maintain Projects?

Provides the ability to set up a new project, maintain costs associated with a project and close a project. This could lead to projects that are improperly costed (too high or too low) leading to improperly stated CIPs and/or capitalized assets.
