A user that can process AP payments and has access to check stock and signature plates, depending on the check signature process, could lead to a fictitious payment. Performing bank reconciliation, sometimes outside the system, may allow hiding of the fraud by burying the check as a reconciling item or writing off part/all of the check along with bank fees or other JE's created. In most cases, bank reconciliations, although supported by Oracle are really being compiled outside the system.
