What are the risks related to the PP069 rule related to Create and Maintain PO vs AP Financials Options?

Changes to financials options allow user to make changes to key setups such as default payment terms or invoice match item.  Risks vary depending on which setting(s) are changed.  This allows the user ability to enter a PO and then make changes to Financial Options for only select PO's.  Then they can change the configuration back to its original state with no detection, if there were no detailed audit trail of changes being created via audit policies.
