Access to this privilege allows a user the ability to start a one-time payment through the Treasury. This is processed through the Payments module, but bypasses all controls in that module. This process typically is supported by a workflow that requires someone independent of the initiator to approve it, but that should be verified as part of the system design. Otherwise, this could result in significant fraud risk.
